Do apartment managers have the right to "lock you out" of satellite providers?
If it conflicts with the apartment building's policy, then you have no recourse.
It seems like a apartment management's participation in cable monopoly, but if it's in the policy that you agreed to, you have no recourse.
I totally understand- talk to a local representative from the satellite company or another provider about reaching an agreement with the apartment building. Usually by giving the whole complex a deal on free equipment or other stuff, a company can provide an alternative to a whole group of people who would otherwise be stuck with just one provider.

If the satellite dish or it's location are in violation of the lease, the landlords can block the service and demand the offending dish be removed. This is why you need to read the lease closely before you sign.
What does your lease say regarding this? You signed it agreeing to the stipulations written in it.
Federal law passed in 1998 allows apartment residents to put up dishes, but subject to reasonable guidelines.
